When you want to lead a unit, a group, a society or a people, you have to answer the following questions one after another:
1. Who?
2. When?
3. Where?
4. What?
5. How?
Once these answers are given, there is peace. If one answer is disputed, you have to cling to the prior answer. Once the first answer is in doubt, you need an independent judge. If there is none, there is war.
It’s as easy as that.
